Can listing priority be changed in the search results? Premium listing must be at the top of the list in the category.

yes, sure. Every listing membership plan product includes the "Listing Position" setting. The lower the number the higher listing will appear. Most expensive product will probably have this set to "0" for its listings to appear on top of search results.
